"Signing on" is a reference back to the days when all Marshals had to visit a police station in person and 'Sign-on' as a Constable and be issued with a warrant card to be able to Marshal during the races.
Although a more modern term may be 'register' or even 'application form', we keep the term 'Signing-on' to maintain a link with the past and it does no harm.
We still do need a signature for both insurance purposes and to confirm that a potential Marshal has read, understood and agreed to the declaration on the signing-on form. A warrant is still issued as all Marshals are considered to be Police Constables - NOT 'Specials', but full Constables with all of the Powers, Responsibilities and Liabilities of a Police Officer.
However, before this power goes to your head, it is only valid when the roads are closed and for the purposes of enforcing that order.
The Process
Signing-On starts with forms being sent to all potential Marshals that have given their details to the Association. These forms are sent out in March for the TT and in July for the Manx Grand Prix.
It is important that these are completed as soon as possible and returned to the Association so that we can have some idea of how many people we will have on the ground and so that the Chief Sector Marshals can begin to organise their 'rotas', indicating who will be where and for which events.
Once the comlpeted forms are received, the information is entered into a database indicating a Marshals preferences of where they wish to Marshal. This database also allows the Association to see if a Marshal has completed an Incident Management Course (IMC) and how long they have been Marshalling.
This information is then made available to the relevant Chief Sector Marshal to allow him (or her) to create their rota. Sometimes it is necessary to move people around to cover areas that are either not manned at all or are unevenly manned.
